While safeguarding Colorado’s unparalleled natural environment and improving the health and safety of all Coloradans, we support energy policies that will empower our State and our citizens. Strong strategic partnerships throughout the state allowed the Exchange to exceed all sales and financial goals during Ms. Fontneau leadership. Ms Fontneau also ran the operations of Holme Roberts and Owen, a regional law firm. She managed the partnership through an economic downturn, reducing expenses by $10M and improving revenue per attorney by 13%, during difficult economic times. This breadth reflects a deep commitment to systems-level change and cross-sector collaboration. The rapid rise of natural gas fracking technologies in the early 2000’s underpinned a boom for Colorado’s oil and gas sector and increased jurisdictional disputes between local governments and industry.

An addition you may have noticed over the past few months is the weekly trends quiz, which is published in the Popular Now carousel—that strip of images at the bottom of the Bing homepage— every Friday. That’s when you can test your news smarts and see how closely you’ve been following Popular Now on the homepage during the week. On average, more than 80 percent of users who start the quiz finish all seven questions, which tells us that users enjoy knowing what to talk about at the water cooler—and that they’re paying attention to what’s running in Popular Now. The nation’s growing debt and deficit is a serious threat to the economic well-being and national security of the United States.

We’ve learned through the trends quiz that news—a combination of both serious and silly stories—is the right mix. Our homepage image is a source of inspiration for millions—and a great visual entrypoint to learn more about the fiscal year and fiscal period world. We’re betting on the quiz format as the means of driving deeper exploration and serendipitous discovery. COLORADO FISCAL POLICY

We encourage each affected sector to acknowledge the needs and concerns of the other. After years of litigious controversy, in 2018 Colorado’s Supreme Court addressed how to balance negative environmental and human health impacts of drilling and fracking with the beneficial labor and economic contributions of Colorado’s energy sector. Its ruling and subsequent legislative action gave primacy to health and environmental concerns over extractive rights. Before the 2018 ruling, and since low-emission legislation was signed into law in 2019, the Forum has worked to broker understanding and collaboration between the oil and gas sector and local control, environmental, and health advocates. The effectiveness of the Colorado Forum is based on a history of success in identifying, studying, and advancing solutions for myriad public policy challenges facing the State of Colorado. We engage in deep research and thoughtful discussion, invite and listen to advocates on every side of an issue, and partner with others to create positive outcomes for Colorado and its citizens.

The Forum believes that Colorado should pursue a balanced energy policy and exercise leadership in energy production, conservation, efficiency, and the development of alternative energy technologies. We believe that Coloradans should ensure access to ample, reliable, affordable, and healthy energy sources to heat their homes, power their businesses, and transport themselves and their products. We recognize that Colorado’s oil and gas sector will continue to contribute to these goals, even while renewable energy sources gain traction statewide and nationally. We are sensitive to the economic needs of some Colorado communities as Colorado transitions towards low/no emission energy sources.

She serves as the president of the Intermountain Community Care Fund, which focuses on social drivers of health and aligns with support partners working to meet the needs identified in the Community Health Needs Assessment. Kayte is a Senior Program Officer for The Anschutz Foundation, bringing more than 20 years of experience in the public and nonprofit sectors to her role. In her current capacity, she advances the Foundation’s strategic priorities by supporting initiatives that expand access to effective health and wellness programs, positive youth development opportunities, and high-quality education across Colorado.

Membership in the Colorado Forum is by invitation only and is purposely limited to encourage open discussion and direct participation by the members. A remarkable individual, Mr. Roth was a WWII veteran, a teacher, talk show host, labor leader, candidate for U.S. He was also deeply committed to understanding what he called “horizon issues,” which he defined as long-term public concerns that needed thoughtful reflection, discussion, and understanding in order to facilitate Colorado’s meaningful and healthy growth. We’ve also used polls to get a read on what our users were getting mom for Mother’s Day—and whether they spent more on her than dad when Father’s Day rolled around. We’re still working on the right formula, and will continue to iterate and improve our experiences over time.

We’re just a month out from the launch of the feature, but we’ve seen a more than 65 percent increase in engagement with the cap icon than we saw with hotspots. We’ll continue to update the design of the homepage quiz as we get feedback, but we’re excited about the ways we continue to evolve the homepage experience and inspire our audience to learn about and explore the natural world. He is currently a Director and former Chairman of UpTogether, a national not-for-profit which helps families emerge from poverty, and serves on the Strategy Board for No Labels. Launched in January of 2015, Bing Rewards quizzes were the signal we needed to continue experimenting with targeted, high-impact content experiences—78 percent of Rewards quiz takers complete quizzes, which told us that the motivation to compete was high.

Despite ongoing efforts to create new efficiencies, reduce expenditures, and stimulate job growth, it is evident that Colorado cannot rectify this structural fiscal imbalance simply with budgetary cuts and/or stimulating economic growth. Until additional resources are generated, recurring budget cuts will continue to jeopardize some of the State’s most important projects and services, including PreK-12 education, our higher education institutions, and our transportation infrastructure. Coloradans need to determine what state services they wish to preserve and what they are prepared to eliminate, given these fiscal constraints. Most recently Ms. Fontneau developed and served as president of the national Benefit Exchange and Technology Solutions health plan business at Cigna, generating over $1 billion/year in revenue in US commercial health insurance. She also led the prioritization and execution of over $50M in technology infrastructure investments through 26 agile teams.

Polls give our users and fans a chance to weigh in on current events and trending topics. For example, the killing of Harambe, a gorilla at the Cincinnati Zoo, after a child fell into his enclosure, drove impassioned debates, online and off—and resulted in one of our most-engaging polls to date. Over the past year, the Bing team has launched several new experiences designed to deliver on our promise to delight and surprise while providing opportunities to learn. In late May, we made one of the more signficant changes to our homepage since Bing launched in 2009, by transforming homepage hotspots into homepage trivia.
